(Yellowknife, NWT – May 15, 2008) The Northwest Territories Association of Communities held an Annual General Meeting recently in Fort Simpson on May 8 – 11, 2008. More than 80 delegates including community government leaders from 18 Northern communities and other levels of government attended the AGM.
The theme of the conference was ‘Today’s Challenges, Tomorrow’s Opportunities’. “Our theme and agenda for the AGM reflected the many challenges our communities face including the recent announcement of GNWT Budget cuts and how this will affect them. However, we believe that by working together we can approach these challenges as tomorrow’s opportunities”, says President Gordon Van Tighem.
The AGM was well attended by the Government of Northwest Territories political leaders including Premier Floyd Roland, Minister Michael McLeod, Minister Bob McLeod, Minister Norman Yakeleya, MLA Wendy Bisaro, MLA Kevin Menicoche, and MLA David Krutko. An open forum took place with the Premier and his Minister’s allowing community members to discuss issues.

NWTAC President Gordon Van Tighem Meets with Prime Minister Stephen Harper
NWTAC President, Gordon Van Tighem attended a luncheon organized by the Yellowknife Chamber for Prime Minister Stephen Harper during his recent visit to the Northwest Territories in early March. Premier Floyd Roland was also in attendance. The Prime Minister announced the government of Canada’s commitment to the North.
In a prior meeting , President Gordon discussed the recently signed Building Canada Plan Funding Agreement (BCF) between Canada and the Northwest Territories. It was noted that this funding program will assist Northern communities in dealing with the overall infrastructure deficit and allow them to address capacity issues and be able to plan long-term.
He encouraged the Federal Government base the administration and reporting requirements for this new Agreement on the Gas Tax Agreement. He also recommended that the project eligibility requirements under the BCF be extended to include recreation.
Also discussed was economic development in the North and the need to ensure NWT communities have the same competitive opportunities as the south.
Mr. Van Tighem also pointed to the new Federal Budget’s commitment to strengthening partnerships with Aboriginal Canadians through various funding programs and services. He reminded Mr. Harper that there are many First Nations communities within the NWT and since they are not on a reserve they may not be eligible to access this support.
Gordon applauded the Federal Government for increasing the Northern Residents Deduction by 10 per cent to further assist in drawing skilled labour to Northern and isolated communities.
“From our discussions with the Prime Minister and his assertion of the "New North" it remains very clear that Canada's Northern Territories remain high on the radar of our National Government and the recent budget further enhances that perception. I took the opportunity to thank Mr. Harper,” says Gordon Van Tighem.
As part of Prime Minister Stephen Harper’s visit to Yellowknife he welcomed participants to the 2008 Arctic Winter Games during the opening ceremonies.

Building Canada Infrastructure Framework Agreement Signed
On Thursday, February 21, 2008, the governments of Canada and the Northwest Territories signed an Infrastructure Framework Agreement. The agreement will see funding to the GNWT in the amount of $245.8 million over a seven (7) year period through to 2014. This amount includes:
·*$185.8 million Building Canada Fund (75% Government of Canada and 25% GNWT)
*$60 million extension to the Gas Tax Fund Agreement from 2010 to 2014.
The funding will focus on necessary infrastructure priorities in the NWT.
Signing on behalf of the Government of Canada was The Honourable Diane Ablonczy, Secretary of State (Small Business and Tourism) representing the Honourable Lawrence Canon who was unable to attend, and from the Government of Northwest Territories, Minister of Transport, Infrastructure and Communities, the Honourable Michael McLeod, Minister of Municipal and Community Affairs, and the Honourable Norman Yakeleya, Minister of Transportation.
A special announcement was made at the signing ceremony. The $18 millon Kakisa River Bridge Replacement Project will be a priority infrastructure project funded under the framework agreement.
NWT Association of Communities President Gordon Van Tighem was invited to attend the special signing.

NWTAC Meets With Senior Government Officials of the Government of Northwest Territories
The Board of Directors recently met on December 3 & 4, 2007, in Yellowknife. A full agenda included meetings with the Honourable Premier Floyd Roland and the Honourable Michael McLeod, Minister of Municipal and Community Affairs - Government of the Northwest Territories.
Minister McLeod and Deputy Minister Debbie DeLancey (MACA) gave an update to the Board regarding many items such as the Planning Act, New Deal, bundled Water Treatment Plan project, and the new Building Canada Infrastructure Funding.

Prime Minister Stephen Harper and Northwest Territories Business and Political Leaders Roundtable Discussion
(August 28, 2007—Yellowknife) A recent meeting took place on August 9 in Yellowknife with Prime Minister Stephen Harper and Minister of the Environment, John Baird. Local business and political leaders including Deputy Premier Floyd Roland, and Minister Brendan Bell, Industry Tourism and Investment, were able to discuss a range of Northern issues. NWT Association of Communities President, Mayor Gordon Van Tighem (City of Yellowknife), was in attendance and spoke to the Canadian Government leaders about issues affecting Northern communities.

(Inuvik, NT—June 14, 2007) On behalf of the Northwest Territories Association of Communities member communities, Board of Directors and staff, it is my pleasure to chair this session on “Getting Communities Ready for the Pipeline”. The theme is timely and important as many of our communities have been ‘Getting Ready” by looking at the Mackenzie Gas Project, potential impacts, benefits, and planning for community infrastructure needs. We have tried to be ahead of the project by planning to be proactive instead of reactive.
